Conspiracy theory: did Mavs report this to league because original trade involved 3 way with Powell and they expected Dragic to be bought out instead of being part of trade??
(Have no idea of that even makes sense, just throwing it out there)

Really? They are really doing this? When guys sign a deal literally within seconds of open negotiation. Jim Levenstein took longer than these making million dollar deals.

I doubt that had anything to do with it, since Dragic didn't have to be bought out in order to make the MIA-TOR trade happen.
It's also been speculated that MIA's finding out whether TOR would be willing to take Dragic was a possible violation, but not so. Teams can talk to each other and discuss possible trades, and they talk every day. "If Lowry wants to come here, would you _______" is not off limits.
I think the red flag was the fact that one day before they were allowed to find out if Lowry wanted to sign with MIA, the cHeat made a hard decision to keep Dragic at 19.4M for a year. Wouldn't they have declined that 19.4M option, to open up cap room, UNLESS they already had a verbal commitment from Lowry followed by agreed terms with TOR? And we saw the same thing with Chicago, who, 1 day before they were allowed to find out if Ball wanted to sign with them, made a hard decision to keep Satoransky at 10M for a year. Wouldn't they have opened up cap room, UNLESS they already had a deal for Ball all set to include Sato?
Those are the things that looked odd, especially the MIA decision. We all saw the reports, when MIA picked up the Dragic option, and one media person after another in the know reported that obviously MIA had a deal lined up with Lowry. And other teams looked elsewhere.
As for how that differs from what happened with all the other players, I dunno, but it's looking like the sign-and-trades that are all but announced early are where teams are being called into question.
Who complained? How about MIL, who got dinged for this a year ago? Also - in that situation, MIL decided not to do the deal, because it could be voided and really mess up their roster building. This time, MIA and CHI deals were completed. What if one, or both, sign-and-trades are voided and those teams prevented from getting such players? There would be fun NBA chaos ahead.

The proper punishment should be to reverse what was done. Lowry and Ball not allowed to go to those teams this year. If you let them move forward and just take a fine or picks, it is not a good deterrent in the future as it just becomes part of the cost of doing business.

Or the league could impose a "Donnie Nelson" rule. If you were caught negotiating early this year, the following year you have to wait 2 days after the start of free agency to begin negotiations/contact.

Donnie had actually learned his lesson, successfully tampered and leaked his achievement before the official start of FA, too. The only problem was his glorious achievement was VAJ 2.0. At the end of free agency Randle, Brook Lopez, Cousins and Harrell had signed for less money combined. Good times.

Oh I totally think he already had a specific Dragic to Dallas trade in mind, when he pulled the trigger on the Miami deal. Therefore didn´t mind the return from the Heat.

IMO a fair punishment, in addition to draft picks, would be to force the teams to decline the options on the players and then re-do the trades without them(or at least require the players in question to agree to a S&T).

Thinking about it, isn't it entirely possible that the Mavs/Cubans made the complaint? Here's how I see it:
1. The Mavs/Dragic have mutual interest (just Luka and Dragic talking of course, no illegal tampering!)
2. The Mavs fully expect Miami to decline Dragic's option to make room for Lowry if they get him.
3. The Mavs acquire a TPE and Moses Brown. Their plan is to flip Brown and take Dragic into the TPE for a S&T deal.
4. The Mavs are blindsided when Miami instead opts in to Dragic's contract and plans to trade him for Lowry.
5. The Mavs try to still get Dragic through trade but now have to give up significantly more assets for a bigger contract. The asking price ends up being too high.
6. Cuban is pissed, less at the blatant tampering and more that they screwed up the Mavs' plans. Files a complaint with the league office.
