My guess is that he gets the MLE on the open market, but I'd be less surprised to learn that he got higher offers than I would be if he had to sign for the minimum. Like you say, I'd find it fascinating to watch.
But the good news is that if there was ever a guy loyal enough and smart enough to know it's in his best interest to return, even at a discount, I bet Powell is that guy. I hope it works out that way. He shouldn't be a starter, but you can do SO MUCH WORSE as a 4th big (3rd center). Hell, you can do worse as a straight backup center, tbh.
