Might be. It's even very likely it will be. But NY FO and ownership would be publicly lynched in the streets of NY if Mavs somehow end up with a top5 pick next year. That's why they will not do it. It is like Phoenix and Ayton in 2018 draft. Drafting him was safe and everyone still has a job despite Luka near MVP play. Everybody would be fired if they drafted Luka and Luka turned out average or a bust.
