What you don't offer evidence of is why your assertion that WCS should get at least 10 mpg is true. If you stated why that would be beneficial and important, it would be the basis for a discussion. 

I don't necessarily say he should or he shouldn't. But in terms of our expectations, they should take into account circumstances. He was acquired in January in response to Powell's injury. Very likely as a temporary backup big while DP is out. If they don't see him as at least a potential long-term piece, I don't think he's cracking the rotation, although he'll get some minutes here and there (like Boban). He's clearly behind KP and Maxi in the pecking order, and I don't see that changing.  

I would expect that this season will serve as an audition of sorts, at least to give him a chance to exceed expectations. I think Carlisle likes him as a person. 

Is your attachment to WCS in particular, or is it more that you want Rick to use more two-big lineups?
