That picture doesn’t tell much of the story on that block attempt at all. Gafford jumped into Booker, not straight up and down. His first contact with Booker was with his right forearm where he used it to slow Booker’s progress. They hit shoulder to shoulder before this picture was even taken. It was a very clear foul on Gafford.
