Luka signing doesn't mean anything.  He can always demand a trade.  He can always say before he agrees to sign, that he will only sign if the team is competitive and if they are not, they'll agree to move him (See Presti and Paul George).  That's a long winded way of saying that I'm sure he'll sign and that signing should give you zero comfort of his long term future.
