I feel like these 2-way guys are all lottery tickets to even ever make the rotation on an active roster.

Maybe for the Mavs but other teams use them to develop valuable rotation pieces. Duncan Robinson, Alex Caruso, Monte Morris, Derrick Jones JR, Torrey Craig, Daniel House or Quinn Cook all earned minutes on playoff teams. Some of them started.
I agree that most of the guys don´t make it but that does not mean that the Mavs should not try as hard as they can to nail the two-way contracts. Let´s say that the Mavs give two-way contracts to ten different players in the next 5 years. If only one of them reaches the level of current DJJ or Caruso it was worth it.
