Yes, it's not clear to me what the people are asking this DA for.  Do they want the DA to charge people with crimes before an investigation is done?  Do they want the Wisconsin DOJ to denounce the police in advance of an investigation?  Doing so would bias any case against police officers and could be cause for a mistrial.  These people need to think strategically a bit before they do things like this.
