He can't create for others if that's what you mean.
When he gets the ball he largely shoots it.
But he CAN dribble, just not in a meaningful way to continue the flow of the offense. Partly a big reason why ATL gave up on him when they did.
Is that enough of a flaw to give up a #1 pick who can shoot the ball relatively well and has size who is also only 21? I'm not too sure about that.
