To that end, Cisse's deal is currently non-guaranteed on Spotrac. The first $1,092,558 doesn't guarantee until 9/1 with the rest guaranteeing on 10/1. Bear in mind those dates were set by NY, not Dallas.
Regarding Klay, we tend to think in terms of a trade having to be done before the season starts, but a $17mm expiring contract has value at the TDL too.
