GREAT point about the 2 ways.
I have noticed that reality, that teams are now using those spots on supplementary players they will use and need real contributions from in some way.
But it never really coalesced into my summer thinking of what they are considering as they fill those slots. Thus the criteria becomes the ability to perhaps contribute in some way when called upon, rather than raw players who are being developed and are not ready.
