That proposal is interesting, but it punishes truly bad teams. It reminds me of software DRM harming legitimate customers in the hopes of combating piracy. No back-to-back #1 picks, and to a lesser extent ,not being able to get 3x top five picks assumes the quality of any given draft is the same which is hardly the case. I wish they'd come up with progressive penalties to revenue sharing instead. I'm not a fan of expanding the lottery and kind of think it should go in the opposite direction. I do like punishing blatant tanking and proving it should be as simple as the "I know it when I see it" pornography litmus test. With the trial running through 2029, I wonder if that means we'll not see expansion teams prior to that timeline. I'd hate to be an expansion team with some of those rules in place.
