I agree, he should a better defender. He has some Josh Green Disease. He looks the part and tries hard but so far he has had little real impact. To be fair he hasn't played much with an elite rim defender. The defense as a whole has been pretty iffy with all the roster changes and injuries.
I think when the team has better talent, I think Max's game will adapt well to it. For instance, I think his game is more adaptable with more talent than a guy like Marshall. Not saying either can't work, but I think with more talent on the floor, Max's game works much better.
