Same report also says that Silver was aware of this instance, but only warned the Toronto owner, because he thought he didn't understand the rules or something like that. In any case, these things are extremely hard to prove. As someone else said - Kawhi would only need to do a couple of media appearances and everything would be ok. That is why I think these kind of things are happening more regularly. But, as someone else said - if NBA lets this slide, it will be a problem for the league. As those cases of "too open" tampering they needed to punish to keep face.
I think it all came out only because that company bankrupted and based on this some papers became public and some employees got willing to talk.
