I hate this ^ angle pretending the Mavs are failing to spend. It's just so stupid. Sorry but I can't think of any other way to word it.
The idea that the Mavs new owners have had some reticence to spend money has been a talking point for many who don't know better (and some who do), but it was nonsense the first time it was floated and it continues to be nonsense. These Mavs owners have super deep pockets. Spending is not their issue. What they balked at was committing about HALF A BILLION to a player they don't think will work to justify the outlay, and who they think is wrecking his career with bad health choices. The problem is that with the hard cap rules, you can't make a mistake on a contract like that.
Whether their risk-reward evaluation on Luka was done wisely, we will learn in time. But it was not a general hesitance to spend but rather it was about Luka himself.
