I think the minority scenario is CHI waiting till the investigation is over. That makes a TON of sense to me, but I am assuming a lot about that process which ultimately I don't know or understand. Put yourself in LM shoes.
1. There's no way I'm signing a 3/$36 deal with Dallas that fits into their TPE. I like Dallas but that's way less than what I think I'm worth going forward.
2. San Antonio and New Orleans are offering 3/$45. That's better but man I really dont want to live in either of those cities. If I'm going to either of those places, I want more money.
3. I'd much rather play for the qualifying offer and hit free agency again next summer. But I hate the Bulls organization and they have Vucevic and Patrick Williams. So it wont help my numbers going into free agency next year.
4. Calls up agent. Can you try to get me a 3/$45-48 contract and get me to the Mavericks?
5. The Bulls are asking for Kleber + DFS or Kleber + Josh Green + 1st round pick. No way Mavs are going to pay that much.

If CHI is truly interested in him signing the QO, that's probably the outcome unless LM will sign for a number attractive enough to give up some value to CHI.
I'm not convinced the Mavs see value in him at 3/$45M or more. Other teams apparently do not.
EDITED --- The numbers work for a straight one-for-one swap of DP for LM with starting salary of about 14.7M. EDIT - after looking closer at LM's salary last year, which is the smallest applicable match value he generates, it's big enough to cover DP salary in return, so if CHI will take DP in return, the Mavs would be free with such a swap to pay LM whatever number they found suitable (up to well beyond his value). They also might want to make it a declining salary, in light of other commitments.

6. Shit...what do we do? I think you are mostly correct, but I would suggest #3 is a disaster scenario for LM. $9MM QO is under what the other teams you named are offering. Plus you were already pushed to the bench last season, why do you think it will be better next season? And, unless you are a 6th MOY candidate, it won't do much to get numbers to justify more money after next season. And summer 2022 isn't likely to be any better with free money. Best case is getting traded at the TDL, but then you have zero control over your destination. (EDIT - My mistake, CHI can't trade a 1 yr contract, so it ties up both parties for the season).
SAS is always a team that plays hard, even if they come up short on wins. NOP supposedly has an upward trend, but it's just one Zion injury from Tankersville.
It's a somewhat bitter pill for LM, but the reality is his timing sucks.
All that said, I subscribe the the October 1st theory when Moses Brown becomes tradeable and we could see some activity at that point. Unless something else starts a domino effect, like Dame getting traded, I don't think there is much in the way of deal making until the season gets closer.

I've generally discounted the idea that the investigation would be a reason to hold up a Lauri trade, as I couldn't see the angle of why this deal would be a problem. But this does make sense. Chicago has already traded away so many future picks ('23 and '25 firsts and every second rounder through 2025) that there's not many left for the league to take away. Even if the return in a LM deal just a few second round picks, I can see why they'd let the league act first.

Take on a bad contract at the TDL/draft and gain an asset
Trade for a quality player like Nance jr or k anderson etc
