The Dallas Mavericks are willing to listen to trade offers for Anthony Davis but have no interest in trading Kyrie Irving, per @TheSteinLine

“League sources say that the Mavericks still intend to field any trade interest in Davis that emerges over the next two-plus months ... with the prospect of an actual trade obviously dependent on offer quality. Davis, remember, has only been healthy enough to appear in 14 of 48 regular-season games since becoming a Maverick due to serious adductor and calf setbacks. Sources say that the Mavericks, by contrast, are not encouraging trade inquiries for Kyrie Irving, who remains out indefinitely after undergoing knee surgery in late March. Already vibing nicely with prized rookie Cooper Flagg in practice settings, Irving is a player they hope to keep.”

Sounds like they had the talk with both guys and Kyrie wants to stay.

Yes they can waive him. No, they don't get a refund of the salary, since it was fully guaranteed. And the cap hit mirrors the salary being paid. 

So waiving Exum would open up a salary slot, but it wouldn't give them any money to spend to fill the salary spot.

Your question is one of Stein's semantics, and not of Stein's timeline, yes?

The timeline should not be an issue. Cuban did not lose his seat at the table until the summer of 2024.
So prior to that date, Cuban was signing off on whatever happened. This event did precede that date. 

As for whether his role was "tangible," that's a matter of definition. But "tangible" is an imprecise word, so Stein's statement can be saying Cuban was in the middle of all that happened in that deal, or merely supervising, or just approving the finished product.

I never understood the decision to keep him.  This is a guy that has never been able to stay healthy, and is already 30 years old.  I didn't have high hopes for OMax, but at least he has some chance of turning into a usable player.  If not OMax, then literally anybody that can stay on the court.

Was it Cuban or was it Lindsey?  I think there is a reason Cuban wants Lindsey back as GM.

Mavs could have had Sexton for a literally nothing trade and signed Westbrook to the minimum. With everything else being equal: if they had done that, they´d probably 6-9 now. How desirable that play-in spot would be is a different discussion.

And that would be a terrible position to be in right now.  They either need to be in the playoffs or tank...since they only have this next pick that's under their own control.

O-Max had a decent stat line for Memphis in their 137-96 wipeout of the Kings. In 18 minutes, he shot 3-3 from the field, 1-1 from 3-point range, and 4-6 free throws, and was +12 when on the floor.
