I am fully convinced it was the latter.
My belief is that they understood what they needed, and had a plan that would do exactly that.
But the plan was based on Cuban's complete confidence (wrongly placed) in his ability to re-sign Brunson. That was his path, and (because he believed he didn't need one) they fashioned no real alternative.
I do think Cuban saw Dragic, at one point, as a sort of a safety net in their back pocket, but they changed directions at the last minute in Europe based on J Kidd's opinion that he was washed. Why they didn't have a reliable assessment much sooner to allow a different pursuit either speaks to incredibly poor planning AGAIN, or an approach that once Brunson was off the table, for them it was Dragic or no one.
Regardless of how they got there, however, it was definitely another complete and massive fail by Cuban. The list of BIG goofs keeps growing. Ugh.
