I don't think he can start for two reasons:

-Kidd is figuring this out and we have some really nice chemistry going.
-He's regressed.  Kidd needs to build him back up.  

No idea what he'd cost.  I really don't think we have anything from a salary matching perspective that the Lakers would want.  I still think they'll do everything they can to get rid of Westbrook and I still think THT is one of the few assets left in their arsenal.   If they want any chance of competing this year or next, Westbrook needs to go.

In the salary range:

Maxi + Josh + Pick
Bullock + Josh + Pick 

Lakers have all of their salary in LeBron, WBrick and Brow.  THT is their next highest paid player by almost a factor of two.

I'm not sure either team would be interested in the deal.
