I think the answer to that depends on whether you think Simmons is 'fixable' or not. If his offense (not just his shooting but his aggression and mindset) can get to borderline all-star level to match his phenomenal physical abilities and all-NBA defense, then maybe. If what you saw this last playoffs is the Ben Simmons we'll see from now on, then he might help get either of those two teams to the playoffs each year--but they'll be an easy first-round out every year as well.
