It was not actually an "extension" (which would involve adding years to Green's 4 year rookie scale contract, and which is not legal at this point). It was merely an exercise of the team's option for year 3 of Green's rookie scale contract. Just a routine, common, normal procedural move, being done in the window when these are supposed to be done.
It's super rare that a year 3 option is declined - it only happens when a player is an abysmal utter bust in their rookie season, and so bad that it looks like they have no chance of becoming an NBA-caliber player.
Makes way more sense. Pretty bad wording the way they reported it then.
