The first time a high profile rookie doesn't sign his 2nd contract max extension and opens those floodgates, the small market owners are going to come for blood in the next CBA or put their teams up for sale. You're telling them they can't sign high profile free agents, they can only hope to compete through draft and develop. Then if they happen to hit the lottery and land a Superstar they only get him for 4 years before he walks to join some Super Team in the New York or California market. You're telling 2/3rds of the league's owners that they paid billions of dollars for a glorified farm system team.
