Yes, they could at least serve some of thier peers, but an entierely fixed salary also has negative implications, as then their wouldn't be any incentive to perform well. Giving out bonuses does, when even getting the chance to call a Playoff game ist tied to the performance during the regular season. Imho that's exactly the case.
